A proposed free trade agreement between Canada and India could prove to be transformative, according to Mark Carney, who recently engaged in discussions with India’s commerce minister, Piyush Goyal, in Ottawa. The talks centered around the Comprehensive Economic Partnership Agreement (CEPA), with both parties expressing hope to finalize the deal within the year. Carney emphasized the potential benefits for Canadian workers and businesses, particularly in the sectors of energy, agriculture, technology, and education.
During the meeting, Goyal delivered greetings from Indian Prime Minister Narendra Modi and highlighted the focus on strengthening long-term bilateral cooperation and expediting trade negotiations. Canada’s international trade minister, Maninder Sidhu, was also present, confirming that two rounds of negotiations have already been concluded, with Canada set to host the upcoming round. This renewed engagement is seen as a significant step forward in diplomatic relations between the two countries.
Accompanying Goyal on his visit to Canada is a substantial business delegation from India, including over 100 business representatives who are actively participating in trade and investment discussions scheduled in Toronto. This initiative underscores the commitment to enhancing economic ties and exploring new opportunities for collaboration across various industries.
In addition to his meeting with Carney, Goyal also met with Canadian foreign minister Anita Anand and agriculture minister Heath MacDonald. These meetings are part of broader efforts to deepen cooperation across multiple sectors, reflecting a shared interest in fostering mutual growth and development.
The renewed momentum in India-Canada relations marks a notable improvement following tensions in 2023 over allegations concerning the killing of Khalistan figure Hardeep Singh Nijjar in Canada, accusations which India denied. The situation has seen positive changes since Carney assumed office in 2025, resulting in revitalized diplomatic engagement and the relaunch of CEPA negotiations. This progress illustrates a commitment from both nations to move past previous disputes and focus on building a stronger partnership.
